Here's another fine mini-review from dhuser, who is a member of the DonationCoder forums and the author of QSale freeware as well. I used to use IconArt, but it's nice to know there are some other free tools for getting the job done.

IcoFX is a free icon editor. It can create Windows XP/Vista icons with transparency. There are many tools available, with filters and effects. You can extract icons from an application, including Vista programs. Batch processing available. It is very similar to other commercial editors.
